Hello from Explore Estill, the Irvine-Estill County Tourism Commission! Our mission is to promote economic vitality and a good quality of life for the residents and visitors of Irvine, Ravenna, and Estill County by showcasing our natural beauty, recreational opportunities, and attractions while telling our story and offering memorable experiences.
We do this through a variety of marketing efforts locally, regionally, state-wide, and nationally. Our only funding comes from a 3% Local Transient Room Tax (TRT). This tax is paid by our visitors to lodging, including: cabins, camping, RVs, motels, hotels, retreat centers, vacation rentals, and any other form of short term rental that is 29 nights or less.

How much is the Estill County Local Transient Room Tax (TRT)?
Irvine, Ravenna, and Estill County short term rentals (including those on sites such as AirBnB, VRBO, and HipCamp) are to collect at 3% Local Transient Room Tax on all rentals that are 29 days and less. This is in addition to the 6% sales tax and 1% State Transient Room Tax. For online lodging services, STR owners must add the 3% local option TRT to their listings under Tax settings.
This tax is a “pass through” tax, and will be paid by your guests.

Who is required to remit the Transient Room Tax in Estill County?
Short term rentals such as vacation rentals, campgrounds, camp sites, RV parks, hotels and motels are required to remit the 3% tax each monthly to the Estill County Treasurer. If an STR has no lodgers in a given month, owners should submit a form with this information.
As of December 1, 2024, AirBnB does not remit this Local tax to our county on property owner’s behalf and owners are required to manually remit this tax. As of this date, VRBO facilitates the remittance of this tax on behalf of the owner if the 3% Local Option TRT is correct in the listing settings.

For rentals within the Irvine City limits, businesses are required to complete a City of Irvine Building Inspection, as well as an annual Business Privilege License to operate within city limits. Info can be found by contacting Irvine City Clerk at 101 Chestnut Street in Irvine or online at irvinekentucky.gov/formsandpermits
For rentals outside of the City of Irvine limits (including all of Estill County and the City of Ravenna), there is a one time $25 Business Registration fee. In addition to the 3% Transient Room Tax, there is Net Profit and Occupational tax of 2%. More details can be found by contacting the Estill County Treasurer or at estillky.com/estill-treasurer.
